Can foreigners buy property in Okinawa? What changed in 2026

Yes. Foreign nationals can generally buy property in Okinawa, and you do not need to live in Japan to do so. What has changed is the paperwork around a purchase. This guide covers the three rules buyers most often miss, and links each one to the government source so you can check it yourself.

The short answer

Japan has no general ban on foreign nationals buying property. Buying does not give you a visa or any right to live in Japan. Living here needs its own residence status.

Rules on foreign ownership are under discussion, so check the current position before you commit. This guide covers rules in force on the date shown above.

02

New: nationality at registration

Since 5 October 2026, an individual who registers ownership of a property in Japan must state their nationality as part of the application. This applies to Japanese buyers as well as foreign buyers. Companies are not covered by this requirement.

  • Foreign nationals can show it with a passport, residence card, special permanent resident certificate, or a resident record showing nationality.
  • The application also asks for your name in Roman letters, address, date of birth and email address.
  • Your name in Roman letters is recorded on the register alongside your name.

The judicial scrivener handling your registration will normally ask for these. Have the documents ready before closing.

Changed: the non-resident report

If you are a non-resident under Japan's foreign exchange law and you buy property in Japan, you must report it to the Ministry of Finance, through the Bank of Japan, within 20 days of acquiring it.

For purchases from 1 April 2026, the report applies to buying the property itself whatever the price, size or purpose. A home you will live in is reported too. There is no minimum amount.

  • The form must be in Japanese. A resident agent can file for you, and the Ministry suggests considering this if you do not read Japanese.
  • Not filing, or filing falsely, can bring up to six months' imprisonment or a fine of up to ¥500,000. If you missed the deadline, file as soon as you can and note the reason.
  • Foreign nationals are generally treated as non-residents unless they work at an office in Japan or have been in Japan for six months or more. If you are unsure, ask the Ministry of Finance.

Long-standing: designated zones

Under the Important Land Use Act, land within about 1,000 m of important facilities such as defence sites, and land on some border islands, can be a monitored zone. In a special monitored zone, both buyer and seller must give notice before signing a contract for land or a building of 200 m² or more.

This matters in Okinawa. The published lists include areas in Naha, Urasoe, Ginowan, Okinawa City, Uruma, Chatan, Yomitan, Onna, Miyakojima and Ishigaki, among others. Usually only part of a municipality is covered, so the address alone does not settle it.

  • Check the exact address or parcel on the government's web map.
  • Not giving notice, or giving false notice, can bring up to six months' imprisonment or a fine of up to ¥1,000,000.
  • A notice is not the same as a ban. The pages we checked describe notice and use controls: the government can survey land use and issue recommendations and orders against use that impairs a facility's function.
05

What to do with this

Put three questions to whoever handles your purchase: who prepares the nationality documents, who files the non-resident report and by when, and has this parcel been checked on the zone map. Ask early. The zone notice in particular has to happen before you sign.
